Lincoln City was created after a vote on December 8, 1964 to unite the cities of Oceanlake, Delake and Taft with the unincorporated communities of Cutler City and Nelscott. These were adjacent communities along U.S. Route 101, which serves as Lincoln City's main street.

In 1995 the Confederated Tribes of Siletz opened Chinook Winds Casino at the northern end of the city on a piece of property overlooking the Pacific Ocean. Although at first opposed by the local citizens, it provided a boost to the local economy, which is primarily based on tourism, by providing a year-round demand for hotel rooms. The subsequent increase in highway traffic has created periods of congestion, particularly on summer weekends.

According to the United States Census Bureau, the city has a total area of 13.9 km² (5.4 mi²). 13.8 km² (5.3 mi²) of it is land and 0.1 km² (0.04 mi²) of it (0.56%) is water.

Lincoln City is home to one of the world's shortest rivers, the D River, connecting Devils Lake with the Pacific Ocean.

Demographics

As of the censu of 2000, there were 7,437 people, 3,371 households, and 1,860 families residing in the city. The population density was 538.7/km² (1,394.5/mi²). There were 4,990 housing units at an average density of 361.5/km² (935.6/mi²). The racial makeup of the city was 88.40% White, 0.46% African American, 3.12% Native American, 1.02% Asian, 0.35% Pacific Islander, 3.01% from other races, and 3.64% from two or more races. Hispanic or Latino of any race were 8.22% of the population.

There were 3,371 households out of which 24.7% had children under the age of 18 living with them, 38.2% were married couples living together, 12.9% had a female householder with no husband present, and 44.8% were non-families. 36.6% of all households were made up of individuals and 16.9% had someone living alone who was 65 years of age or older. The average household size was 2.18 and the average family size was 2.80.

In the city the population was spread out with 22.2% under the age of 18, 8.3% from 18 to 24, 24.0% from 25 to 44, 26.2% from 45 to 64, and 19.3% who were 65 years of age or older. The median age was 42 years. For every 100 females there were 84.5 males. For every 100 females age 18 and over, there were 80.2 males.

The median income for a household in the city was $24,959, and the median income for a family was $31,783. Males had a median income of $26,667 versus $21,483 for females. The per capita income for the city was $15,597. About 12.5% of families and 16.1% of the population were below the poverty line, including 23.4% of those under age 18 and 6.6% of those age 65 or over. Wind power is the conversion of wind energy into a useful form, such as electricity, using wind turbines. At the end of 2007, worldwide capacity of wind-powered generators was 94.1 gigawatts. Although wind produces about 1% of world-wide electricity use,[2] it accounts for approximately 19% of electricity production in Denmark, 9% in Spain and Portugal, and 6% in Germany and the Republic of Ireland (2007 data). Globally, wind power generation increased more than fivefold between 2000 and 2007.

Wind energy has historically been used directly to propel sailing ships or converted into mechanical energy for pumping water or grinding grain, but the principal application of wind power today is the generation of electricity. Large scale wind farms are typically connected to the local electric power transmission network, with smaller turbines being used to provide electricity to isolated locations. However, utility companies are increasingly being encouraged to buy back surplus electricity produced by small domestic turbines. Wind energy as a power source is favoured by many environmentalists as an alternative to fossil fuels, as it is plentiful, renewable, widely distributed, clean, and produces lower greenhouse gas emissions, although the construction of wind farms is not universally welcomed due to their visual impact and other effects on the environment. The intermittency of wind seldom creates problems when using wind power to supply a low proportion of total demand. Where wind is to be used for a moderate fraction of demand, additional costs for compensation of intermittency are considered to be modest. It looks like a good place for wind farms, Lincoln City. As of 2008[update], Europe leads the world in development of offshore wind power, due to strong wind resources and shallow water in the North Sea and the Baltic Sea, and limitations on suitable locations on land due to dense populations and existing developments. Denmark installed the first offshore wind farms. The United Kingdom planned to build the most extensive offshore wind farms in the world by 2020. Other large markets for wind power, including the United States and China focused first on developing their on-land wind resources where construction costs are lower (such as in the Great Plains of the U.S., and the similarly wind-swept steppes of Xinjiang and Inner Mongolia in China), but population centers along coastlines in many parts of the world are close to offshore wind resources, which would reduce transmission costs.

On 21 December 2007, Q7 (later renamed as Princess Amalia Wind Farm) exported first power to the Dutch grid, which was a milestone for the offshore wind industry. The 120MW offshore wind farm with a construction budget of €383 million was the first offshore wind farm to be financed by a nonrecourse loan (project finance). The project comprises 60 Vestas V80-2MW wind turbines. Each turbine's tower rests on a monopile foundation to a depth of between 18-23 meters at a distance of about 23 km off the Dutch coast.
